SABER
The SABER project is a World Bank initiative to partner with the Federal Government through the Federal Ministry of Finance, Budget, and National Planning to promote ease of doing business in the country. A loan of $750m is availed to the States through the Federal Government. The loans can only be accessed by States who meet the requirements to participate in the programme and achieved any of the prescribed Disbursement Linked Indicators (DLIs) for the performance for the reward system (PforR).
The SABER programme, which will run from January 2023 to December 2025, is a build-up on the achievements of the State Fiscal Transparency, Accountability, and Sustainability (SFTAS) Programme, which ran from January 2019 to December 2022.
SABER is a performance for reward (PforR) Programme in which the States earn rewards for achieving each of the 8 Disbursement Linked Indicators (DLIs) as a loan from the World Bank through the Federal Government, in contrast to the SFTAS, which was a grant to the States.
Just like the SFTAS programme, the SABER programme is a 750 million dollars ($750m) programme ($730m for PforR and $20m for Technical Assistance) given as a loan by the World Bank to the States through the Federal Government.
The SABER programme is opened to all States of the Federation and the FCT, but each must meet the entry Eligibility Criteria (EC) before they can be admitted to participate in the programme. It is upon meeting the EC that a subnational qualifies to pursue the Results Areas (RAs) and the DLIs to meet the requirements for the PforR.
