    To provide an efficient Land administration process through the provision of geospatial data of Plateau State and quality services to all Services Land Titled Holders in an effective and timely 

    THE MINISTRY
    The Ministry of Lands, Surveys and Town Planning is the basic government organ saddled with implementing the provisions of the land use act, 1978.This act which seeks to unify the hitherto varying land tenure systems in the country aims at essentially ensuring level playing ground to all Nigerians in the allocation and use of land resources. 

    BACKGROUND HISTORY 
    The discovery and subsequent exploitation of Tin Ore, Columbite and allied minerals on the Jos Plateau by the British led to the establishment of the headquarters of minefields surveys in 1936.This marked the beginning of land process on the Plateau province and the office reported directly to the then Northern Ministry of Town and Country Planning, Kaduna. The subsequent creation of Benue Plateau State marked the movement to Jos in 1967under the then Ministry of Work sand Survey. 
    In April 1972,the department of Lands and Survey was carved out from the Ministry of Work sand stayed so until the creation of Plateau State out of Benue Plateau state in 1976.It remained a ministry until the year 1981. 
    The period 1981to 1986 saw the merger with Environment Department and the Planning Department into what was then called Ministry of Housing and Environment. February 1986 was the re-organization and subsequent elevation to the status of a full fledge ministry. However, in 1992,it reverted back as the Bureau for Lands, Survey and Town Planning under Governor's office and remained so until the year 2001 when it became a full fledge ministry. 

    BASIC FUNCTIONS
    Specifically, the ministry performs the following major schedules. 
    i. Provisions of residential, commercial, industrial and other relevant layouts; 
    ii, Preparation of physical developments plans; 
    iii. Surveying and Mapping; 
    iv. Processing of Statuary Land titles, which extend to subsequent transactions that may arise there from; 
    v. Advising Government on land policies; 
    vi. Other activities that are geared towards the implementation of the National Land policies. 


    PLATEAU STATE GEOGRAPHIC INFORMATION SYSTEM (PLAGIS) 
    In line with the redemption agenda of the present administration under the purposeful leadership of Governor Da David Jonah Jang, saw the need to move along with the global trend of modernizing and computation of its operations, and thus took the bold steps of computerizing the state land administration process. And in 2008 contracted this task to Sivan Design DS, an Israeli GIS firm. 

    This led to the establishment of a computerized Land Data and Spatial Data in information infrastructure which is today know as Plateau State Geographic Information System 'PLAGIS' as its acronym. PLAGIS is a system that computes information on all Plateau State Land in a functional digital format. It is a more flexible system. This system is designed to link up with the cadastral system at the Survey Department and was commissioned in 2010 by His Excellency, Dr.Goodluck Ebele Jonathan GCFR, President and Commander-in-chief of the Armed Forces, Federal Republic of Nigeria.

    3. It allows for development and maintaining modern standards for a stable and effective system of registering interest in land 
    4. It guarantees titles accuracy and legality to registered interest in land 
    5. It provides better quality and faster services in processing Land application and other related duties. 
    6. It promotes and enhances efficient public service delivery 

    PROCESS FOR OBTAINING STATUTORY TITLE IN PLATEAU STATE 
    A. Right of Occupancy (R OF 0) 
    1. Collection and submission of applicant forms along with evidence of ownership and survey plan of site. 
    2. Registration of application upon payment of prescribed fees. 
    3. Survey report 
    4. Planning inspection and report 
    5. Land use and allocation designation of an-applicant 
    6. Grant of title 
    B. Certificate of Occupancy (C of 0) 
    1. Acceptance of terms of grant 
    2. Preparation of title deed plans (TDP) 
    3. Preparation of certificate of occupancy (COF0) after payment of requisite fees. 
    4. Endorsement of C of 0 by the Governor 
    NB: All payments are subject to the collection of demand notices for payment at designated banks.
