Ministry of Works

The Ministry of Works is a Professional Service Ministry charged with the responsibility of providing Technical Services such has Design, Construction and Maintenance of State Roads, and provision of Mechanical and Electrical Services. It also renders Professional advice to other arms of Government on Technical matters.

Vision

A Ministry where its staff are faithful in carrying out their professional duties in line with the physical policies of Government thereby giving value for money in the executive of infrastructural development in the state.

Mission

The Ministry of Works and transport is and will remain committed in the implementation of projects in the areas of design, construction and supervision of projects to the state Government as it seeks to provide Engineering facilities for the economic progress of its people.

Structures of the Ministry

The Commissioner is the head and Chief Executive of the Ministry and is assisted by the Permanent Secretary who is the administrative head and, the accounting officer. The Commissioner is a member of the State executive council, Member of the State finance, General purpose committee and ex-officio member of under listed Government Boards and Prostates.

(i) Plateau State Express Service Limited

(ii) Plateau State Direct Labour Agency.

(iii) Governing Council Plateau State Polytechnic B/Ladi.

(iv) Governing Council College of Education Gindiri

The Ministry of Works has for administrative convenience been divided into the following departments:

(i) Administrative Department

(ii) Civil Engineering Department

(iii) Electrical Engineering Department

(iv) Mechanical Engineering Department

(v) Finance and Supplies Department

(vi) Planning, Research and Statistics Department

At the helm of affairs of the Ministry is the Hon. Commissioner with Permanent

Secretary as the accounting officer while each Department is headed by a Director

except for Admin which has a Secretary as the head.

1.2 The Ministry has staff strength of 306 spread over the following departments.

(i) Administration - 83

(ii) Civil Engineering - 41

(iii) Mechanical Engineering - 139

(iv) Planning, Research and Statistics - 2

(v) Electrical Engineering - 41

Total - 306

1.3 Functions of the Ministry

As earlier stated, the Ministry is a professional Ministry and has the following functions:

(a) Design of Highways

(b) Construction and Supervision of State Roads, Bridges and their Maintenance.

(c) The repairs, Servicing, Maintenance of road construction plants, vehicles and generating sets.

(d) Maintenance of Electrical Installations, Equipment and appliances in Government Buildings.

(e) The Ministry also serves as the technical adviser and supervisor of other Ministries, and

Government Departments in their areas of Civil Engineering, Electrical Engineering and Mechanical Engineering Projects.

Even though each department is charged with specific responsibilities and functions, there is always a good deal of co-operation in ensuring effective utilization of

available manpower for successful implementation of all Government Programmers.

Administration Department

The Administration department is the nerve centre of the Ministry. The Department is headed by the Secretary of the Ministry

2.1 The department generally is responsible for both human and financial resources of the Ministry. Furthermore, it coordinates the activities of the various departments of the Ministry. It is also in-charge of all personnel matters. These include promotion, discipline and recruitment of staff. These are done as and when appropriate. Training and human resources development which are also functions of this department is being carried out in accordance with government laid down rules and regulations.

Finance and Supplies Department

The Department is headed by a Director and assisted by a Deputy Director. The Department is

responsible for the financial resources of the Ministry.

3.1 Functions and responsibilities

(i) Gives functional advice to the Ministry.

(ii) Collects cheques from Ministry of Finance for disbursement.

(iii) Reconciles the account of the Ministry.

(iv) Make monthly and quarterly returns of Revenue, Capital and Recurrent expenditure.

(v) Purchase of stationeries and office equipment.

(vi) Issuance of stationeries and office equipment to various

Departments and Units of the Ministry.

The Department has the following units:

(i) Cash Office

(ii) Expenditure Unit

(iii) Revenue Unit

(iv) Salary Unit

 

Civil Engineering Department

The Department is headed by the Director, Civil Engineering who is the Technical and Administrative head of the Department. He is assisted by one (1) Deputy Director and other Subordinate Staff at the Headquarters and also at the Divisional levels. At the Divisional levels, the activities of the Department are coordinated by the Divisional Engineer. There are four of such Divisions with Divisional Headquarters at Jos, Pankshin, Lang tang and Shendam. The Department also runs the materials Testing Laboratory in the Ministry of Works (Yard) Jos.

The Laboratory is for testing soils/concrete and materials for Government and Commercial purpose as a source of Revenue for the Government. Presently the equipment needs to be updated. The Civil engineering Department is responsible for among other things.

i. Design of Highway and building structures

II. Supervision of the construction of roads and bridges if awarded on contract.

iii. Supervision of the structural components of building for the State

iv. Maintenance of the State Roads (Literate and bituminous Surfaces)

v. Responsible for Traffic Planning and Highway data collection

VI. Bills of Engineering Measurement and Evaluation

vii. Preparation of estimates and other contract documents

Viii. Construction of Roads and Bridges by Direct labour

IX. Liaising with Federal Ministries and Prostate's in improving the Federal road network within the state.

(x) Conducting proficiency test of drivers and also testing of learner drivers for the issuance of licenses

(xi) Checking Roadworthiness of Vehicles and evaluation of vehicles and plants for both repairs and disposal.

(xii) Checking axle loads of vehicles through the use of weigh.

 

Electrical Engineering Department

The Electrical Engineering Department is headed by a Director who is assisted by Deputy directors. The department has staff strength of 48 (Forty Eight).The Department serves as an Electrical Consultant to the State Government, Ministries, Department and Agencies.

The consultancy services includes Design and supervision of projects to ensure that quality materials are used, specifications and regulations are adhered to and advising on electrical matters generally in the state.

 

Planning, Research and Statistics Department

The Department of Planning, Research and Statistics is one of the three Departments that were created following the service reforms of 1988. Before then there exists a unit called "Planning and Progress." The Department is headed by a Director, Deputy Direct and three (3) supporting staff.

Responsibilities and functions

(i) Coordinates the activities of various Departments in the Ministry

(ii) Preparation of advance proposal and draft Budget/Rolling plan for the Ministry.

(iii) Collection and processing of Data

(iv) Serves as the Secretariat of the Ministerial Tender Board.

(v) Routine inspection of projects to assess problems and progress.

(vi) Coordinate conferences that are related to the Ministry.

(vii) Ensure maximum control over budgetary provisions votes for the services of the Ministry.

(viii) Consultation with the Ministry of Finance and Economic Planning on budgetary matter.

(ix) Carry out other duties as assigned by the Permanent Secretary.

From the preceeding, it can be noted that the Ministry is full of projects and other activities. Most of the road projects being supervised by the Ministry have reached different levels of completion. These achievements on the road projects are as a result of prompt payments of certificates of valuation to contractors by this administration, dedication and zeal of the leadership of the Ministry and commitment of the Directors and Staff.
